Compiled by Mr P.A. Willee, this part attempts to explore the process by which a consensus was achieved at Montreal in the adoption of a new draft Convention designed to replace that of 1910. It traverses the salient features of the debates outlining the aims of, and the means whereby, the draft Convention seeks to solve the problems which it is designed to meet (summary taken from the Introduction).
