Abstract

This article contains discussion and commentary on the Preliminary Draft Convention on Operators of Transport Terminals (the UN Convention on the Liability of Operators of Transport Terminals in International Trade 1991). The article is divided into three parts: a) a history of the development of the draft Convention and an overview of its major features, b) a critical commentary on the substantive articles of the draft Convention, and c) conclusions on the further development, impact and acceptance of the draft Convention.
