In Part II, Withnell looks at some of the changes in the draft Admiralty legislation which greatly enhance a plaintiff's ability to bring actions in Admiralty, such as the increased scope for surrogate ship arrest, cargo claims, personal injury claims, and claims for goods, materials, or services supplied to a ship.
