Abstract
In this paper, Dougherty concentrates solely upon the Oil Pollution Act of 1990 (US)'s liability and damage assessment provisions, in particular, the continuing controversies surrounding the development of regulations governing natural resource damage assessments. Dougherty limits the discussion to the impacts of the Act on vessel owners and operators.
