Abstract

This presentation, like that by Kilvington and Mansell, comes under the topic for Business Session 4. Rose is the Manager of Survey Operations with the Australian Maritime Safety Authority. In this presentation, he gives a brief description of AMSA and how it operates, in particular its port State control activities in Australia. Following this, Rose briefly covers AMSA's involvement in the Asia-Pacific region with port State control and concludes with where AMSA sees the 'buck' lying for the responsibility of ship safety.

Rose concludes that responsibility for safety aboard ships ultimately lies with the flag State, as well as the appropriate Classification Society.
