The Nairobi Convention: Reforming Wreck Removal in New Zealand

Abstract

When the New Zealand Government can require an owner of a ship wrecked in New Zealand's territorial waters to remove the wreck is currently a surprisingly vexed question. This paper argues that New Zealand's wreck removal regime needs radical reform, and suggests the Nairobi Convention on the Removal of Wrecks as the basis for the reform.
