Abstract

Blower presents this paper as part of Business Session 6 on Specific Issues in Law Reform. Blower addresses the recent adoption of a Competition Principles Agreement which included regulation review, as part of a package of reforms accepted by the Council of Australian Governments in 1995. The purpose of this agreement was to ensure that legislation did not restrict competition unless absolutely necessary. Subsequently, the Shipping Registration Act 1981 (Cth) was reviewed, consultation was conducted, and recommendations were made regarding possible amendments to the Act and the shipping registration regime on various grounds.

The Australian Government ultimately accepted the Review recommendations and was preparing to amend the Shipping Registration Act accordingly.
