Places of Refuge and CMI Developments

Abstract

This paper was presented as part of Business Session 6, on the topic of 'Coming to Grips with some Currently Emerging Issues', which was chaired by Michelle Taylor. The second page of the paper contains a short biography of the author.

In this paper, Hetherington includes 1. Report on Places of Refuge Submitted by CMI to IMO Legal Committee, August 2004, and 2. Report of the International Subcommittee on Places of Refuge, June 2004. The author played a key role in both processes, as Chairman of the CMI International Working Group on Places of Refuge, and as Chairman of the International Subcommittee on Places of Refuge, while also presenting on civil liability and monetary incentives.
