This paper was presented as part of Business Session 3, on the topic of 'Maritime Security: The Changing World since September 2001', which was chaired by Craig Carter. The second page of the paper contains a short biography of the author.
In this paper, Villemaire addresses the Canadian 'multi-agency' approach to security, and more specifically the contribution of the Canadian Coast Guard to maritime security.
