Abstract

This paper contains the slides for Shennan's presentation on port risk. Shennan provides statistics based on a survey of 34 Harbour Masters globally, who were asked the following questions:

Who has operational responsibility for marine safety in your port?

Is the risk currently with the person best placed to manage it?

Do lawyers interpret marine law as mariners were trained to interpret it?

Is litigation an increasing trend in your region?

How has your port's attitude to risk changed?

Has your port carried out a formal marine risk assessment?

What risk minimisation strategies do your organisation favour?

Shennan also discusses the reality of port risk and the responsibility of ports for safety breaches, workplace health and safety, and even the actions of third parties. Shennan suggests the 'mariner's solution' to problems around port risk based on his own experience.
