Abstract

This paper was delivered at the 36th Annual MLAANZ Conference by Barbara Pearson on Michael Kinley's behalf. In the paper, Kinley provides background to the ILO Maritime Labour Convention 2006, which was developed after ILO Convention No 147 never entered into force internationally. Kinley discusses the structure of the Convention and the standards it imposes, before proceeding to discuss the implementation of this new and complex technical instrument, given the challenges it poses to government and industry.
