Abstract
This paper was presented by Dr Michael Underdown (in the author's absence) as part of Business Session 4, on the topic of 'Concern for our Ocean and its Stocks', which was chaired by Dianne Rimington. The second page of the paper contains a short biography of the author.
In this paper, Proctor-Western briefly examines the development of the Quota Management System in New Zealand, and highlights a number of important issues for the fishing industry that the maturing of the New Zealand QMS in this manner has brought about.
