This paper was presented as part of Business Session 3, on the topic of 'Maritime Security: The Changing World since September 2001', which was chaired by Craig Carter. The second page of the paper contains a short biography of the author. The paper also contains the slides for Kilvington's presentation alongside his speech itself.
Kilvington discusses the ISPS Code, and particularly the task and challenges of implementing it in New Zealand. The responsibility for this rested with the Maritime Safety Authority of New Zealand.
