Caughley presents this paper as part of Business Session 2, on the topic of oceans policy. Caughley looks beyond national maritime zones towards the high seas, and at external more than domestic influences upon New Zealand oceans policy as it relates to fisheries and the environment. He concludes with a case study dealing with a current high seas fishing dispute.
