Resumo
This paper was presented as part of Business Session 5, on the topic of 'Vulnerability of Masters and their Vessels', which was chaired by Michael Fisher. The second page of the paper contains a short biography of the author.
This paper contains both Gold's written paper, and the slides for his presentation. In it, he attempts to establish that the criminalisation of seafarers is a real problem for the shipping industtry, in Australia as well as elsehwere, and that all maritime interests need to focus on solutions sooner rather than later. Gold also addresses the following questions: a) what legal rights and responsibilities do shipmasters have today, and b) how are such rights and responsibilities protected as well as enforced?
